VENTURA, California – On July 1, 2026, Ventura County Area Agency on Aging (VCAAA) programs will move to a new provider. The California Department of Aging (CDA) will choose the organization that will take over as operator of the VCAAA services.
The Human Services Agency (HSA) made this decision after a careful review of the programs and the current and future fiscal landscape.
During a difficult time when funding sources are constrained, HSA has an obligation to manage County resources and taxpayer dollars to ensure that mandated programs, which will require additional funding, are prioritized.
HSA currently administers VCAAA services voluntarily, not on a mandated basis. AAA services are not required to be run by a governmental entity, and in fact, some of the AAAs in California are successfully run by local non-profit organizations.
This move has the potential to enhance VCAAA services. A non-county entity will have the opportunity to administer services in ways that the County cannot, primarily by utilizing fundraising to supplement state and federal revenue.
HSA will continue to operate VCAAA programs through the end of June 2026. No abrupt changes are anticipated, nor interruptions in client service, given that HSA is committed to doing the work necessary to develop a thoughtful transition plan in partnership with CDA. HSA and VCAAA will work closely with CDA and the new administrator of VCAAA programs to ensure the continuity of services. It is anticipated that the new operator will maintain core AAA programs funded by state and/or federal allocations.
HSA will continue to serve older adults and people with disabilities through its mandated programs, which include Adult Protective Services, In-Home Supportive Services and Long Term Medi-Cal, among others. HSA will continue to partner with the future organization that runs VCAAA programs and will help link their clients with benefits such as CalFresh and Medi-Cal.
When CDA selects a new provider, HSA/VCAAA will communicate this information to partners and providers, its communities of older adults and people with disabilities, and existing clients to ensure that people have what they need to access services with minimal disruption.
